Hon. Ing. Amin Amidu Sulemani is a distinguished Ghanaian engineer, diplomat, legislator and public administrator with over three decades of experience in public service, infrastructure development, governance, international relations and regional cooperation. He brings to the ECOWAS Commission extensive national and international experience, together with a strong technical and policy background relevant to the Community’s infrastructure, energy and digital transformation agenda.

Ing. Sulemani holds a Bachelor of Science degree in Mechanical Engineering from the Kwame Nkrumah University of Science and Technology (KNUST) and a Master’s in Development Management from the University of Ghana/GIMPA. His engineering background, combined with extensive experience in public administration and development management, has shaped his approach to infrastructure and economic development.

Ing. Sulemani began his political career in the early 1980s and served as a Member of Parliament for the former Sissala Constituency from 1993 to 2001. He subsequently returned to Parliament as the Member of Parliament for Sissala West Constituency, following the 2012 parliamentary elections. His legislative experience provided him with a strong grounding in democratic governance, public policy and national development.

He has also served in several senior positions in the Government of Ghana. As Regional Minister for the Upper West and Upper East Regions, he provided leadership in regional development and decentralised governance, with particular attention to infrastructure, public services and inclusive local economic development.

From 2009 to 2012, Ing. Sulemani served as Ghana’s Ambassador to the Arab Republic of Egypt, where he represented Ghana’s interests and contributed to strengthening bilateral, economic and diplomatic relations. The assignment further enhanced his experience in international engagement, partnership building and investment cooperation.

In 2013, he was appointed Minister for Roads and Highways, providing strategic policy leadership for Ghana’s road infrastructure sector. His responsibilities included guiding the planning, development and maintenance of critical transport infrastructure and coordinating with government agencies, development partners and other stakeholders to advance national connectivity and economic development.

As Commissioner for Infrastructure, Energy and Digitalization of the ECOWAS Commission, Ing. Sulemani brings together his engineering expertise, political leadership, ministerial experience and diplomatic credentials to advance regional integration. His portfolio is central to strengthening regional transport corridors and infrastructure networks, promoting energy cooperation and sustainable energy access, and accelerating digital infrastructure and innovation.
