ROLE OVERVIEW

Under the supervision of the Principal Officer Strategy, Manpower Planning & Recruitment, the incumbent shall assist in fulfilling the human capital needs of the Community. He/She will assess the resumes for vacant positions and screen applications against job profiles, conducting telephone interviews, and assessment centers, posting job advertisements on recruitment websites, maintaining recruitment candidate trackers and talent pools, and carrying out reference checks.

 

ROLE AND RESPONSIBILITIES

  • Develop and execute recruitment plans.
  • Develop and track measurable facets of the recruiting and hiring process so that the processes are transparent and measurable and Set continuous improvement goals.
  • Development of Job profiles in line with the best practice and appropriate standards maintained throughout the Commission.
  • Work closely with hiring managers to understand staffing needs and develop effective recruitment strategies.
  • Preparation of job publications on the website.
  • Screen resumes, interview candidates (by phone or in person), administer appropriate assessments and reference/background checking.
  • Manage internal transfer process, including screening, and coordination of interviews with the hiring manager.
  • Advise on recruitment of suitable candidates.
  • Liaise with line managers to assess manpower needs and deficiencies and ensure that appropriate staffing levels are maintained in the Institutions.
  • Co-ordinate all recruitment advertising from initial brief through to final approval in conjunction with the line supervisor.
  • Liaise with line supervisor to manage the entire recruitment process turnaround time.
  • Work with hiring managers to ensure compliance with the Staff Regulation.
  • Manage current candidate activity in SAP.
  • Manage application/resume file and retention according to staff regulations.
  • Produce, maintain, and continually update the recruitment database for all recruitment CVs received in the Commission and recycle, when necessary, with the approval of the supervisor.
  • Archiving of recruitment documents for easy retrieval.
  • Follow up with candidates and hiring managers to obtain feedback regarding recruiting process.
  • Assist during Recruitment fairs, online job fairs, community network events, etc., to identify and attract quality candidates.
  • Generate regular reports on recruitment metrics and activities.
  • Develop advertising programs (internal and external) to ensure high visibility with potential candidates.
  • Perform any other tasks that may be assigned by the supervisor.

 

ACADEMIC QUALIFICATIONS AND EXPERIENCE

·       Bachelor’s degree or equivalent in Human Resources Management, Industrial and Employee Relations, Social Sciences or Humanities or in a similar field from a recognized University.

  • A minimum of Five (5) years of progressively responsible experience in administration and human resources management
  • Knowledge  of human resources management operations including  recruitment, manpower planning, employee terms and conditions of employment, monitoring, analytics and reporting;
  • Knowledge of Staff Regulations, directives and policies of relevance to the execution of duties associated with the position;
  • Knowledge of data base creation and management, and use of specialized computer systems and programs for operationalizing a variety of HR business processes and reports.
  • Experience in the practice of Labor Law Management;
  • knowledge of HR Management best practices;
  • Practical Knowledge of ERPs such as SAP/HCM will be an added advantage
