ECOWAS observation mission holds pre-election consultations with Guinea-Bissau electoral Commission

The ECOWAS Election Observation Mission (EOM) to the Republic of Guinea-Bissau met today with officials of the National Election Commission, CNE, led by Acting Chairman Mr. N’Pabi Cabi, as part of the Mission’s stakeholder engagements ahead of the country’s Presidential and Legislative Elections on 23 November 2025. 

 

The meeting provided an opportunity for the review of the status of preparations for the electoral process, including the CNE’s operational readiness, logistical arrangements, and the institutional safeguards to promote transparency, credibility and inclusiveness.

 

The ECOWAS team was led by Serigne Mamadou Ka, acting Head of the ECOWAS Electoral Assistance Division (EAD), within the Directorate for Political Affairs, Peace and Security.

 

Both sides exchanged views on the preparations and reaffirmed their shared commitment to upholding the integrity of the electoral process.

 

Mr. Cabi reiterated the CNE’s determination to conduct the elections in conformity with the relevant national legislation and established procedures,while underscoring the value of continued cooperation with ECOWAS and other regional stakeholders in building public trust and ensuring peaceful and orderly elections.

 

Mr Ka, reiterated the EOM’s mandate to observe the electoral process with neutrality and respect for the sovereignty of the Republic of Guinea-Bissau.

 

The Medium- and Short-Term Mission is deployed by the ECOWAS Commission President Dr Omar Alieu Touray under the ECOWAS Protocol on Democracy and Good Governance, in line with theorganisation’s objectives for the promotion of regional peace, stability and democratic governance.

 

The consultations with governmental authorities, political actors, civil society groups, security institutions and international partners ahead of the 23 November polls, are an integral part of ECOWAS’ established practice of assisting member States holding major elections through constructive dialogue and preventive diplomacy during the electoral cycles.

 

ECOWAS has reiterated its unwavering commitment to supporting the people and institutions of Guinea-Bissau in their efforts fordemocratic consolidation and to maintain peace and stability in the country and the region.
