ROLE OVERVIEW

Under the supervision of the Director, of Parliamentary Affairs and Research, the incumbent shall be responsible for coordinating and recording the proceedings of the Parliament and production of the Hansard.

 

ROLE AND RESPONSIBILITIES

 

  •  Supervise and coordinate the work of the Hansard Division to ensure the timely production of accurate verbatim reports of the proceedings of Parliament and its committees.
  • Oversee the compilation, collation, editing, indexing, and printing of the official reports of proceedings of Parliament and its committees.
  • Initiate and implement policies to ensure quality control in the production of reports of Parliament.
  • Draft and provide briefing material and notes to support decision-making.
  •  Apply international formats and standards in Hansard production to ensure the highest quality of reports.
  • Performs other duties as may be assigned by the supervisor.

 

ACADEMIC QUALIFICATIONS AND EXPERIENCE

 

  • Master’s degree or its equivalent in Communication, Political Science, Law, Public Administration, Social Sciences, or in a similar field from a recognized University.

·        Ten (10) years of professional experience in Parliamentary Affairs and Research including five (5) years at supervisory level.

·        Experience in a National or Regional Parliament or an International Organization is an added advantage.

·        Knowledge of the policies being pursued by the major institutions of the ECOWAS Community.

·        Proven capacity to draft and provide briefing material and notes to support decision-making.

·        Good academic knowledge of a broad range of subjects dealt with by Parliament.

·        Experience in reporting, editing, proofreading, and typesetting is required.

 

AGE LIMIT

Be below 50 years old. This provision does not apply to internal candidates.

·        Knowledge of program management at the level usually acquired from a certification in program management.

·        Well-developed networking and interpersonal skills to seek feedback, information, and data from a network of professionals from multiple countries/sectors/organizations and to identify and prioritize the most critical community requirements.

·        Ability to manage and coordinate client management initiatives and make recommendations.

·        Ability to develop and implement best practices in client services.

·        Ability to develop and implement stakeholder management plans, programs and initiatives to obtain buy-in on new initiatives, to better understand dissenting views, to obtain resources and to increase perceptions of success.

·        Ability to be diplomatic, tactful, and respectful of other people from varied backgrounds, understanding diverse cultural views especially within West Africa with the ability to convert diversity into opportunities to improve program/operational outcomes.

·        Ability to create a diverse and inclusive interactive environment that benefits from diverse strengths bringing together innovative practices.

·        Ability to remain objective in managing conflict regardless of cultural differences /positions, gender differences, and encourage other staff to overcome cultural and gender bias and differences.

·        Ability and responsibility for incorporating gender perspectives and ensuring the equal participation of women and men in all areas of work.

·        Ability to serve the interest of culturally diverse multinational teams/organizations/communities and persons with disability without prejudice and bias.

·        Understanding of the ECOWAS organizational structure, associated dynamics and expectations as required to collaborate, participate, contribute, and lead effectively.

·        Knowledge of the ECOWAS mandate, strategic plan/priorities as well as the economic, political, and social situation and trends in the Member States, as pertains to own scope of work.

·        Knowledge of ECOWAS best practices, program management approaches and research techniques to lead and/or contribute to the development or assessment of programs, projects, or initiatives.

·        Knowledge of the ECOWAS rules and procedures in order to appropriately interpret and apply directive or text, provide technical advice, coach others and assess performance.

  • Ability to analyze a situation by using indicators to assess the costs, benefits, risks, and chances for success in making decisions.

·        Ability to pull together information from different sources to identify the cause of problems, consequences of alternative causes of action, potential obstacles and ways to avoid the problem in the future.

·        Ability to break down very complex situations/information into simple terms to explain recommendations and conclusions aimed at solving problems or improving operations/programs/projects.

·        Ability to develop new insights into situations, apply innovative solutions to problems and to design new methods of addressing issues or disconnects where established methods and procedures are inapplicable or no longer effective.

·        Ability to communicate with impact, clearly and concisely in a succinct and organized manner conveying credibility & confidence when making presentations, setting expectations, and explaining complex issues.

·        Ability to listen intently and correctly interpret messages from others and respond appropriately.

·        Accomplished technical writing and editing skills.

·        Exhibit active listening skills to encourage stronger communication amongst team members and to drive employee engagement in all institutions and agencies.

·        Ability to give constructive feedback, provide recognition, address shortcomings, and motivate direct reports to work at peak performance.

  • proficiency in information communication technologies (ICT).

·        Fluency in oral and written expressions in one of the ECOWAS official languages of the Community (English, French & Portuguese). Knowledge of an additional one will be an added advantage.

·        Organizational and project/program management skills with significant experience identifying timelines, targets, costs, and resources necessary to deliver on operational/program/project outputs in line with result-based management approach.

·        Ability to set effective goals and targets for self, others, and the work unit and adjusting work or project priorities in response to changing circumstances.

·        Ability to use participatory approach in project planning and identify gaps affecting the achievement of program/project expectations and to design and implement intervention plans required to build the desired task.

·        Ability to implement rigorous monitoring and evaluation practices and to set in place regular reporting schedules relevant to key outputs.

·        Ability to plan, organize, control resources, and to comply with policies, procedures, and protocols to achieve specific goals.

H.E. GENERAL BIRAME DIOP AND HON. JUSTICE RICARDO CLÁUDIO MON-TEIRO GONÇALVES ADVANCE A SHARED VISION FOR STRONGER INSTITUTI-ONS, RULE OF LAW AND REGIONAL INTEGRATION The President of the ECOWAS Commission, H.E. General Birame Diop, and the President of the ECOWAS Community Court of Justice, Hon. Justice Ricardo Cláudio Monteiro Gonçalves, have reaf-firmed their commitment to strengthening cooperation among ECOWAS institutions, promoting the rule of law and advancing regional integration during the Commission President’s official visit to the Court in Abuja. The meeting underscored a shared determination to reinforce institutional effectiveness, democratic governance and citizen-centred development as key pillars of the ECO-WAS Vision 2050. Addressing members of the Court and the Commission delegation, H.E. General Birame Diop emphasized that ECOWAS stands at a critical juncture in its history and must collectively res-pond to the challenges facing the region across the areas of integration, peace and security, governance, democracy and sustainable development. He stressed that strong institutions remain indispensable to the success of the regional project and called for closer collaboration among the Community’s principal organs while preserving their respective mandates and inde-pendence. The President of the Commission further highlighted the importance of maintaining a healthy balance between the executive, judicial and legislative institutions of ECOWAS. Drawing a pa-rallel with the governance structures of modern states, he noted that effective regional gover-nance depends on institutions that are independent, credible and capable, while working toge-ther in pursuit of a common objective: the prosperity, stability and well-being of the peoples of West Africa. In his remarks, Hon. Justice Ricardo Cláudio Monteiro Gonçalves welcomed the Commission President to the Court and expressed confidence that the new leadership of the Commission would provide renewed momentum to the Community and its institutions. He underscored the importance of solidarity, fraternity and mutual support among ECOWAS institutions, noting that a stronger Community can only be built through closer cooperation and a shared com-mitment to serving the citizens of the region. The President of the Court also reaffirmed the judiciary’s readiness to contribute to the realiza-tion of the Community’s objectives and praised the Commission President’s distinguished in-ternational experience and leadership credentials. He expressed optimism that the new man-date would further strengthen the foundations of regional integration and enhance the effec-tiveness of ECOWAS in addressing the expectations of its Member States and citizens. The discussions highlighted a strong convergence of views on the central role of the rule of law, institutional dialogue and mutual respect in advancing the ECOWAS integration agenda. Both leaders emphasized that independent institutions are not instruments of competition but part-ners in a common endeavour to build a more peaceful, democratic, prosperous and resilient West Africa. The visit further provided an opportunity for both institutions to reaffirm their commitment to deeper engagement, stronger coordination and continuous dialogue in support of the Commu-nity’s strategic priorities.
