1. As part of the implementation of its 2024 budget, the ECOWAS Commission,
through the Regional Stabilisation and Development Fund (FRSD), intends to procure
rolling stock equipment for the Bafata and Gabu Regional Hospitals in Bissau. One of
the objectives of equipping these hospitals is to improve access to healthcare and build
resilience in the regions.
2. The tender file consists of a single lot : acquisition and commissioning of a four (4)
wheeled vehicle (ambulance) and ten (10) man-type motorcycles for the regional
hospitals of Bafata and Gabu (Guinea Bissau).
3 . The ECOWAS Commission now invites sealed bids from eligible and suitably qualified bidders for the delivery and commissioning of the rolling stock covered by this
invitation to tender with a minimum delivery period of sixty (60) days and a maximum
period of ninety (90) days. 4 . The Bidding Document can only be inspected and obtained without charge from
the Procurement Division, Directorate of Administration and General Services of the
ECOWAS Commission, Plot 101, Yakubu Gowon Crescent, Asokoro District, Abuja, Nigeria, upon submission of a written request to the e-mail addresses indicated
below. The Bidding Documents can be mailed to interested bidders using the addresses
provided in their requests. 5 . Interested bidders may obtain further information at the following address during
official hours: Monday to Friday 9:00 am to 4:00 pm (Nigeria Time, GMT+1), Procurement Division of the Directorate of Administration and General Services, 1 st Floor, ECOWAS Commission, Plot 101 Yakubu Gowon Crescent, Asokoro District, P.M.B 401, Abuja, Nigeria.

Dollars only (US$ 3,000) or its equivalent in any of the currencies from an ECOWAS
Member State; Bank Guarantees
MUST REMAIN VALID for a period of 148 days after
the opening of bids. 7. Bids (1 original and 3 copies)
SHALL BE delivered in a sealed envelope clearly
marked “Local Competitive Bidding for supply and commissioning of a four (4)
wheeled vehicle (ambulance) and ten (10) man-type motorbikes for the Bafata and
Gabu regional hospitals (GUINEA BISSAU)”, “Do not Open, Except in the Presence of
the Opening Committee”. Envelopes SHALL also clearly indicate the bidder’s name

MUST BE deposited in the ECOWAS Tender Box located at the Directorate
of Administration and General Services, Procurement Division, 1st Floor, ECOWAS Commission, 101 Yakubu Gowon Crescent, Asokoro District, P.M.B 401, Abuja, Nigeria on or before 8 th November 2024 at 11:00 am (Nigeria Time, GMT+1).
Candidates can bid for one or all of the two lots if they meet the required technical and financial
requirements. 9. Bids will be opened on the same day, in the presence of the bidders (in-person or
via virtual meeting, depending on the circumstances) who choose to attend the bid
opening session on 8 th November 2024 at 11:30 am (Nigeria Time, GMT+1), in Room
523 ECOWAS Commission, Abuja, Nigeria. 10.
