1. The ECOWAS Commission intends to use part of its budget to finance the contract of an Individual
Consultant for the Development of a Labour Migration Reporting Tool for ECOWAS Member States.

2. The purpose of this consultancy is to engage a consultant to develop a Reporting Tool for data collection
on Labour Migration in the ECOWAS Region to contribute to strengthening effective governance, and
regulation of labour migration and mobility, for enhanced sustainable development; inclusive economic
growth, and regional integration in West Africa.

3. Duration: The duration for this consultancy shall be for a period of three (3) months.

4. Duties and responsibilities of the Consultant: The specific tasks to be performed by the consultant shall
include the following:
• Conduct a desk review on Labour Migration data gaps.
• Conduct key Informant Interview with Stakeholders at national and regional levels
• Develop a Reporting Tool on Labour Migration for Member States

5. The ECOWAS Commission invites eligible individual consultants (“Consultants”) to express their
interest in providing the services. Interested consultants shall provide information showing that they
have the qualifications and experience to provide the requested services. The applicants are to meet
the criteria set out below:
Qualifications
• Advance University Degree, preferably in Migration Studies, Economics, Development Studies,
Social Sciences or Humanities.
Experience
• At least Minimum of ten (10) years cognate experience in Labour and Employment Statistics
• Sound knowledge of development issues in West Africa.
• Excellent Research Writing skills
Language
• The Individual consultant must be fluent in French and English (written and verbal communication).

NB: The ECOWAS Commission would like to draw the attention of interested consultants to Article 117 of the
revised ECOWAS Procurement Code on “Fraud and Corruption”, which provides information on fraudulent or
corrupt practices in competition or contract execution. Furthermore, candidates are invited to take cognisance
of the specific information on conflict of interest related to this consultancy service, under Article 118 of the
revised ECOWAS Procurement Code.

6. The selection of the consultant will be made following the criteria for the Selection of Individual
Consultants set out in the Guidelines for Consultants. The candidate with the highest score will be
invited to submit a technical and financial proposal.
