ROLE OVERVIEW

Under the supervision of the Principal Program Officer, Statistical Harmonization and Data management, the incumbent shall work on the production of regional adapted methodology guides necessary for harmonization of regional Economic and Financial Statistics for policy decision making. Data collection, Statistical analysis and production of statistical publication and dissemination of quality harmonized statistics.

 

ROLE AND RESPONSIBILITIES

·       Contribute to the Development of regional adapted harmonized statistical methodology documents and guides.

·       Collecting, processing, and disseminating statistics, and responding to user requirements.

·       Performing data quality and consistency control on statistics and contributing to statistical harmonization in the region.

·       Advising ECOWAS Member States on statistical harmonization issues.

·       Performing data analysis, compilation, and reporting, using sound statistical tools.

·       Contribute to the development of the statistical systems in the region and implementation of the statistics policy and the regional statistics Programme.

·       Organize the development of regional frameworks aimed at achieving data comparability in the region.

·       Lay down and maintain the norms and standards in the field of statistics, involving concepts and definitions, methodology of data collection, processing of data and dissemination of results.

·       Provide an advisory service to users on economic and financial statistical matters and related subjects.

·       Provide regular and timely statistical information on the economic state of the region.

·       Participate in the capacity building of regional economic and financial statistics development by mobilizing need technical resources.

·       Plan, monitor and coordinate the implementation of statistical activities for standardization and harmonization of economic and financial statistics.

·       Any other responsibility that may be assigned to him/her by his/her supervisors.

 

ACADEMIC QUALIFICATIONS AND EXPERIENCE

·       Bachelor’s degree (or equivalent) in Statistics, Economics, or related field of study from a recognized university.

·       5 years progressively experience in Research Programme and Statistical Harmonization.

·       Knowledge of terminological and reference research techniques with ability to use all sources of reference and information and to conduct complex research.

·       Good academic knowledge of a broad range of subjects dealt with by the agency i.e., health, political, social, legal, science, technical etc.

·       Ability to apply statistical methods to the collection of information.

·       Strong understanding of statistical harmonization methodologies in price statistics, National account, Balance of payment and public finance statistics and the ability to compile regional statistical aggregates.

·        Excellent knowledge of data compilation computer systems applications.

·       Knowledge of design and implementation of databases and data dissemination computer systems and software

·       Ability to apply statistical methods to the collection and management of information.

Be below 50 years old. This provision does not apply to internal candidates.

·       Proficiency in information communication technologies (ICT).

·       Fluency in oral and written expressions in one of the ECOWAS official languages of the Community (English, French & Portuguese). Knowledge of an additional one will be an added advantage.
