ROLE OVERVIEW

Under the direct supervision of the Director of Evaluation and Compliance, the Principal Officer, Law Enforcement, supervises the implementation of Anti-Money Laundering and Counter-Terrorism Financing  measures in GIABA Member States in relation to law enforcement issues, coordinates the development and review of Member States’ Anti-Money Laundering and Counter-Terrorism Financing  frameworks in law enforcement matters, coordinates the mobilization of relevant stakeholders in GIABA Member States on Anti-Money Laundering and Counter-Terrorism Financing , supports coordination of mutual evaluation exercises in collaboration with other members of staff of the Evaluation and Compliance Directorate (ECD).

 

ROLE AND RESPONSIBILITIES

·       Supervise the Law Enforcement Division.

·       Support the coordination of mutual evaluations and fully participate in mutual evaluations of Member States.

·       Support the organization of assessor training, pre-assessment training, training on Financial Action Task Force standards and methodology.

·       Support the management of the activities (submission of monitoring reports, analysis of monitoring reports, etc.) of the GIABA Evaluation and Compliance (ECG) Working Group.

·       Coordinate the identification, design and implementation of capacity building activities in the law enforcement sector for Member States.

·       Oversee the organization of capacity building activities on law enforcement issues for relevant stakeholders in Member States.

·       Participate in other capacity building activities organized by other Units or Divisions of the Secretariat.

·       Support GIABA’s contributions to the revision of Financial Action Task Force Standards, Methodology, Guidelines and Best Practices Documents, Universal Mutual Evaluation Procedures, GIABA Mutual Evaluation Processes and Procedures and other instruments aimed at improving Member States’ Anti-Money Laundering and Counter-Terrorism Financing compliance.

·       Participate in Financial Action Task Force working groups and Plenaries as a member of the GIABA delegation as needed.

·       Represent the Secretariat in different relevant forums, as necessary.

·       Support the Director of Evaluation and Compliance in the organization of GIABA statutory meetings (Technical Commission/Plenary; CMG and any other forum).

·       Coordinate the contributions of the Law Enforcement Division to the Annual Reports and Strategic Plans, the Annual Work Plan or any other relevant publication of GIABA and/or members of the global Anti-Money Laundering and Counter-Terrorism Financing network.

·       Participate in mutual evaluations and training activities of other evaluation bodies, as an expert or delegate.

·       Liaise and coordinate with National Correspondents to determine areas of collaboration that would facilitate the implementation of effective Anti-Money Laundering and Counter-Terrorism Financing measures in Member States.

·       Support the Director of Evaluation and Compliance in his relations with Member States on issues relating to the effective implementation of Anti-Money Laundering and Counter-Terrorism Financing measures.

·       Serve as a member of the Committees constituted by the GIABA Secretariat, as specified by the ECOWAS Regulations.

·       Carry out the annual performance evaluation of the Division’s staff.

·       Perform any other tasks assigned by the Director of Evaluation and Compliance.

 

ACADEMIC QUALIFICATIONS AND EXPERIENCE

·       Master’s degree (or equivalent) in Security Studies, Criminology, Political Science or other related areas from a recognized University.

·       Ten (10) years of progressively responsible experience in the field of law enforcement, including five (5) years at a supervisory level.

·       Practical knowledge and experience of Anti-Money Laundering and Counter-Terrorism Financing  law enforcement institutional frameworks in Member States at national, supranational and regional levels.

·       In-depth knowledge of issues relating to the fight against money laundering and terrorist financing (FATF standards; FATF Methodology, etc.), functions relating to Compliance.

·       Considerable experience in carrying out mutual evaluations and Anti-Money Laundering and Counter-Terrorism Financing follow-up measures.

·       Proven knowledge and understanding of relevant international instruments, in this case the Resolutions and Conventions of the United Nations Security Council relating to the fight against money laundering and the financing of terrorism.

·       Experience in conducting mutual Anti-Money Laundering and Counter-Terrorism Financing assessments is desirable

·       Ability to develop and implement best practices in client services.

·       Ability to develop and implement stakeholder management plans, programs and initiatives to obtain buy-in on new initiatives, to better understand dissenting views, to obtain resources and to increase perceptions of success.

·       Ability to be diplomatic, tactful, and respectful of other people from varied backgrounds, understanding diverse cultural views especially within West Africa with the ability to convert diversity into opportunities to improve program/operational outcomes.

·       Fluency in oral and written expressions in one of the ECOWAS official languages of the Community (English, French & Portuguese). Knowledge of an additional one will be an added advantage.

·       Organizational and project/program management skills with significant experience identifying timelines, targets, costs and resources necessary to deliver on operational/program/project outputs in line with result-based management approach.

·       Ability to set effective goals and targets for self, others, and the work unit and adjusting work or project priorities in response to changing circumstances.

·       Ability to use participatory approach in project planning and identify gaps affecting the achievement of program/project expectations and to design and implement intervention plans required to build the desired task.

·       Ability to implement rigorous monitoring and evaluation practices and to set in place regular reporting schedules relevant to key outputs.

·       Ability to plan, organize, control resources, and to comply with policies, procedures, and protocols to achieve specific goals.

Assessment method:

Assessment of qualified candidates may include a written exercise and a competency-based interview.
