Guinea-Bissau: ECOWAS, through the ROGEAP project, supports the development of the national energy policy
10 Nov, 2025From 5 to 7 November 2025, the capital of Guinea-Bissau hosted workshops dedicated to the presentation and public validation of the orientations of the country’s National Energy Policy. This initiative of the Government of Guinea-Bissau is supported technically and financially by the Economic Community of West African States (ECOWAS), through the Regional Off-Grid Electricity Access Project (ROGEAP), with the support of the World Bank.
The objective is to equip Guinea-Bissau with a viable, reliable and sustainable national energy policy that responds to the needs of the population while promoting the development of the energy sector. The sessions brought together representatives of public institutions, the private sector and civil society to discuss the strategic orientations proposed by the consultant recruited under the project. The consultant was responsible for drafting the energy policy document and organizing consultation workshops with key national stakeholders.
Representing the Minister of Energy, the Director-General of Energy of Guinea-Bissau, Mr. Carlos Alberto Handem, commended ECOWAS for its continued support to the country’s energy development efforts. For his part, Mr. Arnaud Kouadio Bah, representing ROGEAP, reaffirmed the commitment and determination of ECOWAS to support Guinea-Bissau in establishing a high-quality, inclusive and sustainable national energy policy.
ROGEAP is financed by the World Bank, the Clean Technology Fund (CTF) and the Directorate-General for International Cooperation (DGIS). It is implemented by the ECOWAS Commission, through the Department of Infrastructure, Energy and Digitalization, in collaboration with the West African Development Bank (WADB).
