1. The ECOWAS Commission intends to use part of its budget to finance the contract of an Individual Consultant
for the development of a 15 minute video e-documentary on the problem of illicit drug supply and drug abuse in West
Africa: strengthening the public health approach.

2. The overall objective of the ECOWAS’ drug program is to considerably reduce the incidence of drug
trafficking, drug abuse and related organized crimes on peace, security, economic and human development in ECOWAS
Member States. The immediate objective (or purpose) of the drug Programme is to gradually establish a sustained
regional capacity to monitor, coordinate and harmonize drug policies in West Africa in line with the ECOWAS Political
Declaration, and Regional Action. To achieve this objective, four main results are envisaged for the duration of the
Regional Action Plan.

3. Services to be provided by the Consultant (“the Services”) shall include the items listed in paragraph four (4)
below and the duration of this assignment is expected to be four (4) months from the date the contract is signed:
• One 15 minutes documentary to reflect the challenges of illicit drug supply and drug abuse in the ECOWAS
region as well as the ECOWAS Commission’s support to the ECOWAS Member States to tackle substance
abuse and efforts towards evidence-based services for drug use disorders and related diseases.
• Ensure the sensitization documentary not only features the drug problems in our region but also highlights
innovative solutions and the interventions in addressing the problem.

4. Duties and Responsibilities of the Consultant: the specific tasks to be performed by the Consultant shall
include, among others:
a. INTERVIEWS
• Regional Level
o Interview the President of the Commission, Commissioner, Human Development & Social Affairs,
Director Humanitarian & Social Affairs and Staff of the Drug Division in the ECOWAS Commission to
collect information on ECOWAS’s rationale and vision of the ECOWAS Drug Prevention and Control
Programme and some the achievements, as well as the Quick impact project.
o Interview a number of Key Resource Persons and Partners – Like the Colombo Plan Master Trainers.
• National Level
o Interview WENDU Focal Points
o Interview ECOWAS Representatives in Member States.
• Community Level
o Interview a selected Number of Beneficiaries
o Those trained under the COLOMBO Plan.
o Interview recipients or Users of facilities.
b. VIDEO AND PHOTO SHOOTS AT PROJECT SITES
o Conduct video and photo shoots of the following project sites: The Pilot sites Enugu (Nigeria), The Gambia, Togo,
and Benin.
c. DEVELOPMENT OF A 15-minute DOCUMENTARY
o Develop a 15 minute documentary.

5. The ECOWAS Commission invites eligible Individual Consultants (“Consultants”) to express their interest in
providing the services. Interested consultants shall provide information (Personal Resume, copies of diplomas,
certificates, cover and signature pages of similar references) showing that they have the qualifications and
experience to provide the requested services. The applicants are to meet the criteria set out below:
• Qualifications
o Minimum master’s degree in development communication, Mass Communication, or related fields.
• Experience
o Minimum of 7 years of professional experience in Communications relevant for this assignment with
extensive experience in developing high quality communication and promotion products in the ECOWAS
sub-region.
o Demonstrable experience in conducting at least 2 similar assignments or productions for an international
organization, a donor-funded project, or a public/private entity.
o Must have demonstrable experience of collaborating with multiple partners to develop communication
products.
• Language Skills
o The individual Consultant must be fluent (verbal and written communication) in one of the three
languages of ECOWAS (French, English and Portuguese). Working knowledge of (reading, spoken and
written) of two of the other three languages would be an asset.
Note: The ECOWAS Commission would like to draw the attention of interested consultants to Article 118 of the
ECOWAS Procurement Code on “Offences committed by Candidates, Bidders and Successful Bidders” which
provides information on fraudulent or corrupt practices in competition or contract execution. Furthermore, candidates
are invited to take cognisance of the specific information on conflict of interest related to this consultancy service,
under Article 119 of the Revised ECOWAS Procurement Code.

6. The selection of the consultant will be made following the criteria for the Selection of Individual Consultants
set out in the ECOWAS Procurement Code (Articles relating to Consultants). The candidate with the highest score will
be invited to submit a technical and financial proposal.
