1. This Invitation for Bids follows the General Procurement Notice (GPN) for this project that
appeared in UNDB online No. AfDB 332-733/08 of 18 August 2008 (Print Version Issue No 733
of 31 August 2008), and on the African Development Bank Group’s Internet Website.

2. The Republic of Côte d’Ivoire and Republic of Liberia has received Financing from the African
Development Bank in various currencies towards the cost of Road Development and
Transport Facilitation Programme of the Mano River Union (RD-TFP/MRU). It is intended that
part of the proceeds of this loan will be applied to eligible payments under the contract for
Construction of Border Bridge over Cavalla River between the Republic of Côte d’Ivoire
and Republic of Liberia at Prollo border including Approach Roads.

3. The Economic Community of West African State (ECOWAS) Commission, on behalf of the
Joint Technical Committee (JTC) comprising of representatives from Ministries in charge of
Public Works in Republic of Côte d’Ivoire, Republic of Liberia and the MRU Secretariat now
invites sealed bids from eligible bidders for the execution of the works Construction of
Border Bridge over Cavalla River between the Republic of Côte d’Ivoire and Republic of
Liberia at Prollo border including Approach Roads comprises the Construction of
approximately 288m long two-lane box girder balanced cantilever bridge carrying a two lane single carriage and pedestrian walkways; Construction of approximately 1km approach road on both sides of the approach roads; and Environmental Impact Mitigation Measures.

4. Interested eligible bidders may obtain further information from and inspect the bidding
documents at the Directorate of Administration and General Services, Procurement
Division, first (1st) Floor of the ECOWAS Commission Headquarters, Plot 101, Yakubu
Gowon Crescent, Asokoro District, Abuja, NIGERIA. Email: ikkamara@ecowas.int with

5. A complete set of bidding documents may be purchased by interested bidders on the
submission of a written application to the above and upon payment of a non-refundable fee
of USD $200.

6. The provisions in the Instructions to Bidders and in the General Conditions of Contract are
the provisions of the African Development Bank Standard Bidding Document: Procurement
of Goods or Procurement of Works.

7. Bids must be delivered to the above office on or before 12:00Hours (GMT+1) on Tuesday 20th
February 2024 and must be accompanied by a bid security of US$ 500,000.00.

8. Bids will be opened in the presence of bidders’ representatives who choose to attend at
13:30 Hours (GMT+1) on Tuesday 20th February 2024
