ROLE OVERVIEW

Under the supervision of the Principal Program Officer, Project Preparation, the incumbent shall undertake the day-to-day monitoring of all project preparation activities in the transport sector.

 

ROLE AND RESPONSIBILITIES

·        Participate in the identification, selection, implementation, monitoring and evaluation of regional Transport programs and projects with a focus to reach the viability and financial close of such projects.

·        Develop a comprehensive database of all regional transport projects implemented by different organizations.

·        Participate in the evaluation of proposals for PPDU studies in transport.

·        Undertake the identification and prioritization of regional transport projects in accordance with the PPDU Project Preparation Manual.

  • Provide advice on issues related to project preparation and development for the transport sector including Smart Corridors, and Economic/Spatial Development Corridors as well as back-stop projects.
  • Undertake activities for transport projects related to the project cycle (including identification, preparation, appraisal, negotiations, launch, and completion) and ex-post reviews of operations focusing on the transport sector in Member States, and other concerned stakeholders.
  • Carry out pro-active and effective management of the assigned project portfolio to ensure it achieves its objectives and targets and any issues affecting project delivery are identified and resolved in a professional and timely manner in consultation with project stakeholders.

·        Participate in the training and capacity building initiatives of the PPDU targeted at project units in ECOWAS Member States.

  • Participate in dialogue and negotiations sessions with development partners, beneficiaries, project financiers and developers, and other stakeholders.

·        Represent the PPDU in regional transport infrastructure foras.

·        Carry out any other tasks assigned by the hierarchy.

 

ACADEMIC QUALIFICATION AND EXPERIENCE

·        Bachelor’s degree (or equivalent) in Civil Engineering, Transport management, Public Works or in a similar field from a recognized University.

·        5 years of considerable experience in transport analysis, civil engineering, public works in a developing country context with experience in project preparation and infrastructure projects.

·        Experience in carrying out PPPs projects in developing countries particularly in the Transport sector.

·        demonstrated knowledge of transport project management and transport service delivery with respect to regional air, land and water transport systems.

·        Expertise in regional project preparation in transport projects.

·        Experience in monitoring and evaluation of infrastructure related projects or programs.

·        knowledge and experience in policy development process, program design and execution.

·        Technical knowledge of one of the areas covered by the Project, including related policy development and capacity building.

·        Project Management certification would be an advantage.
