ROLE OVERVIEW

Under the supervision of the ECOWAS Youth and Sports Development Centre (EYSDC) Director, the incumbent will carry out activities related to the strategic planning and monitoring and evaluation of EYSDC programmes and activities in line with the policies approved by the ECOWAS Commission.

 

ROLE AND RESPONSIBILITIES

  • Advise the Director and Programme Officers on all strategic planning, monitoring and evaluation matters requiring their attention.

·       Design and implement ECOWAS Youth and Sports Development Centre (EYSDC) strategic plan, with specific focus on youth and sports development programmnes and volunteering.

·       Assist with the design and implementation of the ECOWAS Youth and Sports Development Centre (EYSDC) Monitoring and Evaluation Plan and ensure its effective coordination and implementation.

·       Facilitate the development and review of performance indicators of ECOWAS Youth and Sports Development Centre (EYSDC) programmes and activities based on the ECOWAS Youth and Sports Development Centre (EYSDC) Strategic Plan and Medium-term Programme.

·       Carry out field monitoring missions to Member States to monitor the implementation of ECOWAS Youth and Sports Development Centre (EYSDC) programmes and activities and collect the requisite data using ECOWAS standard data collection tools.

·        Prepare quarterly M&E reports and annual performance reports of the ECOWAS Youth and Sports Development Centre (EYSDC).

·       Carry out other tasks assigned by the Director.

ACADEMIC QUALIFICATIONS AND EXPERIENCE

·       Bachelor’s degree or equivalent in Business Administration, Public Administration, Management, Statistics, Economics, Political Science, or any Social Sciences from a recognized University.

·       5 years of relevant experience in implementation of strategic plans, resources mobilization, partnership building, management.

·       Demonstrated knowledge of planning, monitoring & evaluation with a Results Based Management approach.

·       Knowledge of rules, policies and guidelines of partners and members States.

·       Proven experience in planning, monitoring & evaluation of programmes and projects.

·       Professional technical knowledge/expertise in data analysis and collection.

  • Proficiency in information communication technologies (ICT).
  • Fluency in oral and written expressions in one of the ECOWAS official languages of the Community (English, French & Portuguese). Knowledge of an additional one will be an added advantage.

  •  Identify, organize, and monitor tasks throughout to facilitate execution.
  • Ability to contribute and/or lead on projects as per accepted project management standards and techniques, to co-ordinate contributions by others to set and meet deadlines.
