The meeting brought together EMIS focal points, statisticians and education experts from member states to enhance the quality, comparability and reliability of education data across all sectors throughout the region.

EMIS play a vital role in producing reliable data for evidence-based decision-making in the education sector. Accurate and harmonised education statistics enable governments and regional institutions to monitor educational performance, improve planning and develop policies that effectively meet the needs of learners and education systems.

In a context where regional integration and human development require comparable data across Member States, ECOWAS has undertaken to establish regionally harmonised EMIS indicators with the support of Member States. The EMIS initiative aims to ensure that education data collected at national level is aligned with regional standards and continental education objectives and goals, thereby enabling better monitoring of educational outcomes and progress towards fulfilling international, continental and regional education commitments.

The meeting endorsed a list of 38 harmonised regional EMIS indicators for use by ECOWAS Member States. The harmonisation of EMIS indicators forms part of ECOWAS’s Vision 2050, which emphasises human capital development, knowledge-based economies and improved governance through reliable data systems. By strengthening education data systems, ECOWAS aims to help member states design policies that improve access, equity, quality and relevance of education in the region.

The meeting drew up a regional roadmap for establishing the first EMIS indicators. The initial data to be collected will cover the period 2020–2025. It will serve as a basis for further refining the ECOWAS regional education policy currently under development.

The Department of Human Development and Social Affairs of the Economic Community of West African States (ECOWAS), through its Directorate of Education, Science and Culture, organised a regional meeting to validate the harmonised indicators of the Education Management Information System (EMIS) from 10 to 14 March 2026 in Lomé (Togo).
