The programme is organised in two batches: Batch A from 2nd – 6th March 2026 and Batch B from 3rd – 7th March 2026.

The programme brings together 52 representatives from ECOWAS Institutions, Departments, and Agencies with the objective of strengthening their capacity to apply standardized processes and tools for planning, monitoring, reporting, and evaluation across the ECOWAS system.

Participants are being equipped with practical methodologies to design realistic and results-oriented plans, effectively track programme and project implementation, measure outcomes, and ensure accountability in execution. The training also reinforces strategic alignment by enabling Institutions and Agencies to align their operational strategies with the ECOWAS Com-munity Strategic Framework (CSF) Pillars, the 4×4 Strategic Objectives, and their expected results.

A key focus of the programme is the articulation of the full Planning, Monitoring, and Evaluation (PME) cycle, as prescribed in the new ECOWAS PME Handbook. The training promotes accountability, improved reporting standards, continuous learning, and adaptive management.

By the end of the sessions, participants are expected to strengthen evidence-based reporting to key stakeholders, including ECOWAS Member States and Development Partners. The initiative also seeks to foster a culture of data-driven decision-making, encouraging the systematic use of monitoring data and evaluation findings to inform strategic and operational decisions.

The training is expected to enhance evidence-based decision-making processes across ECOWAS Institutions and Agencies and increase the number of staff proficient in planning, monitoring, and evaluation within the Community. Through this training, ECOWAS seeks to enhance institutional effectiveness, improve results-based management practices, and promote greater accountability and performance tracking in the implementation of regional programmes and projects.

The Economic Community of West African States (ECOWAS), through its Directorate of Strategic Planning, Monitoring and Evaluation (SPME), has launched a five-day capacity-building training programme for SPME Focal Points drawn from ECOWAS Institutions and Agencies.
